TO: The Whispering Pines Community FROM: The Whispering Pines Committee for Positive Change As a result of the frustration many residents have expressed with the way Whispering Pines is being managed, some of us have decided to form the Committee for Positive Change. The purpose of the committee is to identify ways we can make our community a better place to live. However, to accomplish this we will need your support.  Whispering Pines is a New York State Not-For-Profit Corporation governed by the bylaws as filed with the State of New York. The bylaws describe how board members are elected and their responsibilities. The board’s primary responsibility is to you, since you are the members/owners of the corporation. Do HOA's work? July 1, 2020 Return to HOA Self Management website. Do HOA’s work? An interesting question which we hear all the time. There is no definitive answer since every HOA is different. Most people we discuss this question with  say they have no idea what the HOA is doing. They just send in their monthly check and in the summer the grass gets cut, in the fall the leaves are picked up and in the winter the snow is plowed. Otherwise, they have no idea what their monthly contribution is used for. HOA’s are actually legal not-for-profit corporations which are governed by the bylaws filed with the state the HOA resides in. The bylaws are necessary to ensure that specific guidelines are implemented and observed by members to maintain the integrity of the neighborhood. By following these guidelines the neighborhood is able to maintain property values and provide residents with a consistent and comfortable environment to live in.
